SELECTMEN’S MEETING

 

January 7, 2010

HAPPY NEW YEAR

 

SALUTE TO THE AMERICAN FLAG

 

1.      APPROVAL OF AGENDA: Approved as written.

2.   APPROVAL OF MINUTES OF LAST MEETING: Approved as written.

3.   WARRANT: Approved and signed.

 

4.    OLD BUSINESS:

 

(a)   Cable Committee Update:  Carol reported they have had technical difficulties over the past week but are up and running now.  Tony said the selectmen have received 7 applications and will set dates for interviews for Cable Director.

 

5. NEW BUSINESS:

 

1.  GEORGE EMERY FOR ACTON – SHAPLEIGH YOUTH CONSERVATION CORP: Emery introduced Bill Sherman who is president of the Acton- Shapleigh YCC. Bill discussed the programs that are in operation and how happy they are to have been a part of the restoration of Mousam Lake quality. Last year they did 2,500 boat inspections and have done over 7000 since the inception of the program. They are requesting funding and support from the Town. Sherman introduced Joe Anderson from York County Soil and Water District who noted that Acton’s contribution allows leverage to obtain more funds through available grants. Bill Gannon noted that the Town receives more value from the services YCC performs than it gives. Jack Kelly noted the need to protect the Town’s investment coming from taxes received from the lake.

 

2. RUTH HAM ON MOUSAM LAKE DAM: Ruth noted that her voice was not good and that Shapleigh Selectman Mike Perro would make the presentation for a proposal for the future management of the Emery Mills Dam and the Square Pond Dam. Mike noted that they are requesting that Acton take the proposal to the June Town meeting. Sanford owns the Emery Mills Dam but has no priority for maintenance. The Towns of Acton and Shapleigh are dependent of the maintenance of the dam for the preservation of the tax base. Forming an interlocal agreement for management and maintenance appears to be in the best interest for all three towns. Mark Green, Sanford Town Manager spoke for the agreement. Shapleigh Selectman Charlie Mullins commended Selectman Larissa Crockett for her contribution to the preliminary planning.

 

3. RICHARD MICHAUD ON GENERATOR: Tabled.

 

4. SIGN RELEASE FOR BANCARD CORP: On a motion by Dennis a document canceling all accounts with North America BanCard was signed.

 

5. LOIS MICHAUD RE-APPOINTMENT: On a motion by Dennis, Lois was reappointed to the Conservation Committee.

 

6. ED WALSH – FIRE TRUCK: Ed reported that the firemen have agreed to use their stipends in the amount of $7,500 toward the purchase of the two trucks previously discussed, hoping that the Town will vote that amount be restored, at the April Town Meeting. An emergency Warrant and Finance Committee meeting will be called to approve the warrant article.

 

6. ANNOUNCEMENTS: A vote of thanks was given to the Acton Fire Department for their coverage of the terrible structure fire on Mann Road Tuesday. The fire department fought the fire from to , with mutual aid assistance. Denise DeAngelis asked for a vote of thanks for the super job Road Commissioner Scott Mooney did keeping the road maintained in cooperation with the fire department activities.  Tony thanked Karl Hodgdon for the many jobs he has been doing at the Town Hall, lastly, installation of the window in the Town Clerk’s door.

 

Larissa announce Yoga classes commence on Tuesday.
